How a Penshurst job runs

Reading a Penshurst roof beside a Grade I house

Three chapters on roofs near Penshurst Place, what the conservation area and the National Landscape add, and how Kent's scaffold arrangements work for a village job.

Stage 01 · Setting

Roofs near Penshurst Place

Penshurst clusters around a Grade I house and a Grade I church, so a roof near them is surveyed with the setting in mind.

Hasted's History of Kent, published in 1797, places the village of Penshurst at the south-west corner of Penshurst park, very near Penshurst Place, with the church and parsonage close by. The National Heritage List gives the parish church and Penshurst Place Grade I status, and lists Star House, with its boutique, at Grade II*. Few villages are so tightly gathered around buildings of that standing, and it shapes how we approach a roof job in them: slowly, with photographs, and with a clear idea of what is allowed before a price is given.

Which roof covering does a Penshurst house have?

We establish it on site. High Weald guidance says sandstone, brick and tile are common in the area, but that tells nobody what sits on your roof. We read the covering, its pitch and its fixings from the ladder and the loft. Pitch matters because coverings have limits: Marley's clay tiles need a minimum pitch that runs from 15 degrees for the Lincoln pantile up to 40 degrees for the Canterbury, so a shallow slope narrows the options at once. For a re-cover, Checkatrade's October 2026 installation guide gives typical UK ranges of £120 to £230 per square metre for plain tiling and £160 to £275 for clay, and our written quote follows the survey.

Do the old timbers affect a repair?

They can. Hasted calls the parish soil stiff clay, noted for the large timber it grows, and he records a park oak called Broad Oak that yielded 21 tons of timber. That does not tell us what is inside any particular roof, but it is a reason to look from the loft side at rafters, plates and joints before deciding how much covering to lift. Our pitched roofing page explains how a tiled roof is repaired, from battens to underlay, and the survey photos show the timbers wherever we can reach them.

What is checked on a Penshurst chimney stack?

Anything that can let water in below: the brick pointing, the flaunching, which is the mortar collar around the pots, and the flashing where stack meets slope. Checkatrade's April 2026 chimney guide gives typical UK ranges of £180 to £520 for a cap and £250 to £1,000 for flashing. Where stacks need more than that, our chimney repairs page shows how the work is staged, and the written price sits on what the survey finds.

Stage 02 · Designations

A conservation area within the High Weald

Penshurst has a conservation area and sits in the High Weald National Landscape, so each designation adds a question for a roof job.

Part of Penshurst lies within the Penshurst conservation area, so your first question is whether your house is inside the boundary. The High Weald National Landscape, known in planning law by its older title of Area of Outstanding Natural Beauty, takes in the whole village and spreads over 1,461 square kilometres of Kent, Sussex and Surrey. Planning in Penshurst belongs to Sevenoaks District Council, which also runs its own building control service.

What do those designations change for a roof?

Land in a conservation area or an area of outstanding natural beauty is classed as Article 2(3) land under the permitted development rules, so some rights that apply elsewhere do not apply here. The details are national, and our post on planning permission for roof work sets them out. In practice, a repair in matching material raises very little; a new covering, a changed colour or a new roof window is the moment to phone Sevenoaks District Council's planning team and ask. Ask whether an Article 4 direction takes away any further rights on your road as well.

Ask the council before you plan any change, and the roof keeps the look the village has.

Matching is the safest choice, because it leaves the roofline as the village knows it. We say what we would match, which tile, which ridge, which colour, and you decide when you have seen the survey pictures. Where whole tiles must be replaced, we set the new ones low on the slope or in the least visible spots, so the blend improves as they weather.

What if the house itself is listed?

Then anything that would alter the special character of the building needs listed building consent, and permitted development does not remove that duty. Before anyone prices a re-roof on a listed house we want to know the listing, the council's view and the covering in place. If the answer is a full replacement, our roof replacement page explains how that job is run.

Where does building control come in?

With Sevenoaks District Council's team. The Planning Portal's yardstick is that an application is not normally needed if the work affects under 25 per cent of the building envelope and under 50 per cent of the roof, yet approval does apply once a new covering weighs 15 per cent or more above what it replaces. Lighter or heavier coverings are therefore more than a matter of taste, so we bring it up at the survey, and the written price names any approvals.

Stage 03 · On site

Scaffolding and wildlife in a Kent village

Penshurst is in Kent, and Kent's own guidance sets out who applies for a scaffold licence, how soon and at what cost.

The county line changes the paperwork. A house in Penshurst answers to Kent County Council for the road outside it, not to West Sussex, and in Kent the scaffolding company that owns and places the equipment is the one expected to apply, acting for the customer who needs the works done. In practice you will not fill in any form: the dates come from the scaffolder, and we fit the roof start around them.

How long does the Kent licence take, and what does it cost?

Kent asks for applications, renewals too, to be in 5 working days ahead of the licence start. The weekly fee for scaffolding on the highway is £52 for 2026 to 2027, and a site inspection, charged only if the council thinks one necessary, is £78. Kent lists its fees by financial year, and the 2026 to 2027 figure is the one that applies to a job starting this winter. If the dates slip into a new financial year, the written price notes any change. You hear every date in advance. When you compare quotes, check whether the scaffold, the licence and VAT are in each total, as they change the sum more than a tile or two does.

Can the scaffold stand on my own land instead?

Where the plot has space, yes: scaffold set up on private ground involves no highway licence at all. Village lanes often leave little choice, and the survey is when we settle it. We plan the route for materials and waste too, so that neighbours and passers-by are not caught out, and the plan for each day goes to you. If the lane is narrow, deliveries are timed so that the lorry is not left standing, and the skip is sited where it blocks nobody's drive.

What happens if a roost or a nest turns up?

A Penshurst roof is checked for signs before a tile is lifted: droppings in the loft, staining under an eaves gap, or a bat itself. Damaging or destroying a breeding site or resting place is an offence under regulation 43 of the Habitats Regulations 2017, whether or not that was the intention. Nests that are occupied or under construction fall under the Wildlife and Countryside Act 1981 too. If we find anything, the work pauses while the right next step is agreed with you. A roof that is already leaking gets made safe first, so the weather stays out in the meantime.

Penshurst coverings, listings and Kent licences

How will I know what covering my Penshurst roof has before repairs begin?

We identify it on site, from the ladder and the loft, by looking at the material, the pitch and the fixings. A clay tile roof is repaired differently from concrete or stone, and the pitch rules some coverings out. The survey photos show you the covering, and the one written price follows what we find.

Which Penshurst addresses fall inside the conservation area?

The boundary takes in some of Penshurst but not all, so check before you plan. Sevenoaks District Council's planning officers can say if your address sits within the boundary and if an Article 4 direction applies to your road. Work in matching material raises few questions, but ask before changing the covering, its colour or the roof windows.

Does the High Weald landscape designation stop a Penshurst re-roof?

No, it does not ban re-roofing. It does count as Article 2(3) land, where some permitted development rights are withdrawn, so a change to the finished look of the roof needs a conversation with the council first. Replacing like with like should not raise that question, and the survey tells you which situation you are in.

In Penshurst, who applies for the scaffold licence, and what does Kent charge?

In Kent the scaffolding firm that places the equipment is expected to apply for the customer, and wants 5 working days from application to start. The weekly fee is £52 for 2026 to 2027. Scaffold on your own plot involves no highway licence at all, and any quote you compare should say whether the scaffold and VAT are included.
