Why Is There Condensation Under My Flat Roof?

The short answer

Condensation forms when warm, damp indoor air reaches a cold surface and turns to water. Under a flat roof it usually points to a cold roof with no vapour control layer, too little ventilation, or insulation in the wrong place. The lasting fix is often a warm roof, with the insulation laid over the boards and a vapour control layer under the covering.

Why a flat roof can drip from the inside, which signs separate condensation from a leak, and how a warm roof build removes the cause.

How a cold roof makes its own water

Everyday life puts moisture in the air: cooking, showers, breathing and drying clothes. Warm air carries more of it, and it drifts upwards through ceilings. In a cold flat roof, the insulation sits between the joists and the deck is left cold above it. Where that damp air meets a chilly deck or the underside of the boards, it turns to water. Over a winter, a lot of water can collect without any rain getting in at all.

You may see damp patches that appear in cold weather, droplets on the ceiling edges, black mould in corners, or a musty smell. In worse cases the joists and boards stay wet for so long that they begin to rot, even though the covering looks fine from above. The stain does not follow the rain, which is a clue. Our answer on condensation or roof leak gives more ways to tell them apart.

Rooms that make a lot of steam, such as bathrooms, kitchens and bedrooms of people who sleep with doors shut, tend to show it first. Reduce moisture where you can with extractor fans, lids on pans and doors closed during showers.

Missing vapour control and poor ventilation

A vapour control layer is a membrane sitting under the insulation on the heated side, meant to stop damp air passing upwards. Many older flat roofs have none, or a layer that has been punctured by spotlights, pipes or poor joints. Without it, moisture reaches the cold parts of the roof freely.

Ventilation is the traditional second defence. A cold roof is meant to have a clear air gap above the insulation, with air moving through from one side to the other, to carry moisture away. Over the years, gaps get blocked by extra insulation, painted-over vents, or a deep extension joined to an old roof. BS 5250 sets out how moisture should be managed in buildings, and its 2021 edition is the current one. It gives specific ventilation figures for pitched roofs, and a flat roof design should be checked against it by whoever specifies the work.

Cutting in extra vents or stuffing in more insulation without checking the air path can make matters worse. Ask for a survey that looks at the build-up, not only the surface, and for photographs of what is found in the void.

The warm roof fix

A warm roof puts the insulation on top of the boards, beneath the waterproof covering, and adds a vapour control layer under it. The deck and joists then sit on the warm side, so damp air has no cold surface to condense on. No ventilated void is needed, which means there is nothing to block. It is the usual answer when a flat roof is being re-covered anyway, because the covering is coming off and the new build-up goes on in one go.

The energy rules matter here. Approved Document L classes a replacement flat roof waterproofing layer as renovation work. Its 2021 edition gives 0.35 and 0.16 W/(m²·K) for roofs in Table 4.3, and the 2026 edition takes effect on 24 March 2027. Talk to your building control body about what applies to your job before work begins.

Falls and deck condition are part of the same decision, because the new layers go onto the existing boards. Our answer on the best decking board for a flat roof explains why. A roof that has been wet for years often needs some boards renewed.

What to avoid, and what to ask

Spray foam is sometimes offered as a quick answer. Energy Saving Trust advice about foam sprayed on a roof that is still leaking is short and direct: "We don't recommend doing this." RICS also advises owners to check with their mortgage provider whether the lender's policy allows such products. Foam sealed into a roof void can hide moisture and make later inspection harder.

Painting the ceiling with anti-mould paint treats the symptom. The moisture still arrives, and the timbers above keep absorbing it. Dehumidifiers and extractor fans help the room but do not cure a roof build-up.

Before agreeing a fix, ask what the existing make-up is, where the insulation sits, whether a vapour control layer is present, and how the new design avoids trapping moisture. At survey we open up a sample and share photos of what the roof contains. The written price is one total after the survey. Our flat roofing page has more, and putting GRP over old felt explains why covering a damp roof does not solve it.

Two condensation questions

Is it condensation or is my flat roof leaking?

Condensation tends to show in cold weather, in several places at once, often with mould, and it does not follow rain. A leak usually appears after rain and is worse near one spot. A moisture check in the roof void and a look at the covering settle it. Photograph the marks and note when they appear.

Will more ventilation cure condensation under a flat roof?

Sometimes, but only if the air gap is clear and air can move through it, and only with a working vapour control layer below. Adding vents to a blocked or overfilled void often does little. A survey looks at the build-up first, then decides whether to repair the cold roof or convert to a warm one.
